Is it possible to withdraw funds from MoneyBookers to Indian Bank Account?

It might not be possible, India is not present in the domestic payment network list. But again the advantages of domestic bank and cheque payments are that they are mostly free of charge, meaning that you should have no or only very low costs to receive a withdrawal. If it does not work, of if the fees are to high you can always request a cheque!
